  • Мне кажется что нужно ставить would потому что предполагается ---возможно правительство замедлит процесс развития. Это предположения. А что на самом деле не понят.
    Так же как например Could you give me a cup of tea? Здесь тоже could вместо can
    Может я не права?

  • Depriving the elderly OF the opportunity to work... После этого глагола нужен предлог. Вот вам еще одно поле для деятельности: изучение английских предлогов. Это весьма непростая тема.

    would здесь было бы сослагательным наклонением, то есть " ...правительство не позволило БЫ им вносить свой посильный вклад в развитие общества.
