Who is there?

как "Who is there?". Но почему there, а не here?

Who is here?":

    - Why not here?
    - I don't know but it sounds weird for me to say

  • Who is here?---Кто здесь?
    Who is there?---Кто там?

Who is there in the corner of the room (or hiding behind the curtain)?

Who is (here) right in front of me?

  • Look who's here!
an expression drawing attention to someone present or who just arrived at a place. Bill: Look who's here! My old friend Fred. How goes it, Fred? Fred: Hi, there, Bill! What's new? Bill: Nothing much. Bill: Look who's here! Mary: Yeah. Isn't that Fred Morgan?

I could just about speak. “Who’s there?” I said.

  • Who's there? and Who is it?
a question asking who is on the other side of a door or concealed in some other place. Hearing a noise, Tom called out in the darkness, "Who's there?" Hearing a knock on the door, Mary went to the door and said, "Who is it?"

If I think someone might be present but it's quite dark and I can't see them, I think consider what I can see as "here" and what I can't see as "there" so in the dark I think I would always say "Who's there?". Not necessariy the greatest support, but the Ngrams for that show it's ~10x more common than the here version.
