Я хотела сказать, что прошел ливень и по дорогам текли ручьи (или как мы говорим: на дорогах реки).

NonverbisТак это же промоины. А тут - насколько я понял - по дорогам вода текла, хотя, дождь уже перестал.
В целом перевод у топикстартера нормальный. Можно придираться. Но вряд ли кардинально тут что-то можно улучшить.

Понятно.
Не надо нечего выдумывать. Используем WATER/Streams of Water/Rivers.
...and the roads were submerged in deep water/rivers were flowing on the roads/streams of water were flowing on the roads.
